| Project Initiation and Project Planning: | 30 | X | Facilitate project concept development. Assemble information and guide establishing scope, schedule, cost, and quality of projects. Prepare or procure conceptual design sketches. Prepare informed Rough Order of Magnitude (ROM) project estimates, including resource needs and time to complete project elements. Build project team and manage the team through project steps, processes and roadblocks. Define project objectives, scope, deliverables, timelines, resources and activities required to complete projects within specified constraints. Establish the level of professional services and project delivery method to meet project requirements. Apply knowledge of site, building systems, materials, codes and regulations, and design practice to assess project requirements and develop project documents and select appropriate materials and furnishings as required to fulfill project objectives. Operate within procurement and budget constraints and obtain project and financial approvals when required. Work closely with clients and project teams to refine ROM project estimates into accurate and realistic budgets, evaluate changes in the work, and identify potential cost-saving opportunities. Ensure smooth progression of the project through all design phases, including Schematic Design, Design Development and Construction Documents. Prepare plans, specifications, contracts and other documents as needed for procurement efforts/bidding, project work, and project records. Ensure the timely and accurate sharing, coordination, presentation, and reporting of all project information between campus clients, consultants, contractors, vendors, management, and other stakeholders. Obtain concurrence and confirm project progress with all participants to assure project success. |
| Project Monitoring and use of Project Information Systems | 35 | X | Monitor project schedules, coordinating activities, and track timely completion of milestones and report on project status to stakeholders. Monitor construction progress through regular on-site visits/observations to ensure compliance with construction drawings, specifications, safety and other standards and expectations. Proactively address issues to keep the project on schedule. Provide detailed construction administration services, including review of shop drawings and other submittals to ensure they meet project specifications and University design standards. Manage contractual aspects of the project and partner with P2P, including payments, claims, and dispute resolution. Assess and process changes in the project scope, including evaluating costs and impacts on the schedule. Obtain approval for increased scope, as required. Coordinate and participate in regular project meetings with architects, engineers, contractors, campus clients, and others throughout the project delivery lifecycle. Provide regular updates to stakeholders on construction progress, delays, and any potential issues. Utilize NU’s Project Management Information System (PMIS) tools and workflows to manage assigned projects and as the central database for all pertinent project information. Enter budget and schedule data and update as needed to maintain current data to support KPI monitoring and reporting. Utilize PMIS document folders to maintain project documents for access by all appropriate stakeholders. Ensure key meetings, discussions, and decisions are documented accurately and contemporarily. Hold vendors accountable for meeting all contractual obligations in a timely and professional manner. Provide ongoing management of project budgets, commitments, and expenditures. Monitor the fiscal status of projects for budgetary control and accuracy. Reconcile the budget and accounting items. |

Project management experience integrating and providing oversight to planning, design and construction activities. Ability to manage multiple upgrade or renovation projects simultaneously. Experience developing budgets and/or cost estimating to support facility construction upgrades or renovations. Must possess a collaborative attitude, strong oral and written communication skills, and excellent attention to detail. Demonstrates knowledge of Federal and State construction, compliance regulations as well as University policies and procedures. Demonstrated proficiency in Microsoft Office suite of software programs (MS Project, Excel, Word, Outlook, PowerPoint). Knowledge and basic skills with 2D and 3D design. Experience using project management systems. |
Position requires in-depth analysis and regularly displays independent problem solving with complex issues regarding the construction projects across the University campuses. Decisions require sound judgement, collaboration, diplomacy, and attention to detail to meet customer demands and organizational objectives in a timely manner. |
Poor communication or incorrect information provided by this position to stakeholders could harm the reputation of department and University including significant cost if planning and budget is not adhered to properly. |
