Responsibilities and Duties

Project Cost Accounting50X
  • Engaged in the daily accounting operations for major construction projects to ensure proper coding and approval of all invoices and billing on a timely basis.
  • Perform complex general ledger reconciliations, prepare and review journal entries, and resolve discrepancies through coordinated corrective action.
  • Maintain and improve project invoicing program for internal and external billing for project expenses
  • Oversee the related A/R collection
  • Analyze project balances monthly to ensure grant compliance and proper fiscal oversight; Audit contracts, orders, and vouchers tied to projects prior to settlement and recommend corrective actions.
  • Prepare project#level and consolidated financial analyses (e.g., variance, trend, cash flow, WIP/earned value where applicable); interpret results for Project Managers and senior management.
  • Evaluate accounting treatment for non#routine transactions and ensure adequacy of account structures and internal controls for project accounting.
  • Lead cross#functional improvements to invoicing, billing, and collections processes
  • Provide work leadership and training to lower#level accounting staff on complex assignments.
Plant Fund Accounting30X
  • Review/approve construction contracts/change orders and monitor project management compliance with financial terms and funding restrictions.
  • Coordinate project closeouts with the Office of President Controller’s Office, ensuring compliance with capital guidelines and reporting standards.
  • Oversee project and plant fund accounting operations, including establishment of funding sources, cost objects, and internal controls for capital projects.
  • Independently administer complex project fund accounting operations, including account structure, internal controls, and financial reporting requirements; Ensure compliance with grant/funding conditions.
  • Prepare reconciliations, analyze plant fund balances for plant funds.
  • Evaluate and, when needed, redesign account structures or sub#systems to meet evolving program needs; recommend and implement improved accounting procedures and controls.
  • Prepare specialized reports and analyses; balance complex accounts; prepare complex federal, state, local, or sponsor/grant reports and filings where applicable.

  • Track and maintain reporting of plant funds.
  • Assist in development of plan and cash flow analysis; develop scenario analyses and projections showing impacts on capital, income, and liquidity; interpret results and advise management on options.

General Accounting, Controls & Compliance (Applicable to both Project and Plant Fund Accounting)

  • Establish, modify, document, and coordinate implementation of accounting and accounting control procedures; ensure adequacy of systems for accurate and timely reporting.
  • Lead or participate in the development/installation of accounting systems, methods, procedures, and controls (manual or system#based).
  • Prepare specialized reports and analyses; balance complex accounts; prepare complex federal, state, local, or sponsor/grant reports and filings where applicable.
  • Interpret accounting records, reports, and statements for operating officials; submit recommendations for improved operations and efficiency.
  • At the fully competent level, may lead and coordinate activities of lower#level accountants, paraprofessionals, and/or clerical staff on complex assignments.
